Rafi Bader and Gideon Eliyahu opened Cafe Noir in 1997. They had a goal to create a place that combines European culture with the taste and vibe a visitor of Tel Aviv wishes. Cafe Noir is still the second home for a lot of residents of Tel Aviv, just as a landmark for visitors.
